### What this is

The EPA's Enforcement and Compliance History Online (ECHO) brings together the facilities regulated under the
Clean Air Act, the Clean Water Act, the hazardous-waste rules (RCRA) and the Safe Drinking Water Act. The EPA's own
facility reports are not open to search engines. Here, every identifier resolves to its facility: an EPA ID from a
waste manifest, an NPDES permit number from a discharge monitoring report, an air permit ID.

### What it is not

Not the EPA, and not a ranking. An inspection or a violation is the agency's record at a date; an absence of
