How to read these records

The programs

• Air — Clean Air Act permits and evaluations.
• Water — Clean Water Act discharge permits (NPDES), including stormwater permits for construction sites.
• Hazardous waste — RCRA handlers: generators, transporters, treatment and disposal facilities. Their EPA ID is on every hazardous-waste manifest.
• Drinking water — public water systems under the Safe Drinking Water Act.

The counts

Inspections, informal actions, formal enforcement actions and penalties cover the last five years, as ECHO computes them. Quarters in non-compliance cover the last twelve quarters. The quarterly history is ECHO's own code, quarter by quarter.

What the records cannot tell you

• A violation or an enforcement action is the agency's record at a date — not a finding by this site. Agencies correct records; the EPA's current data prevails.
• An absence of records is not proof of compliance: many programs are run by states, which report to the EPA unevenly.
• This site ranks no one. Lists are alphabetical.
• Facilities whose name designates a private person (a residence, for example) are searchable but not listed on any page.
